Only Engineers and Advanced Engineers can capture the Medical Center. Repair Tools will not last enough to capture it in one magazine; they will need to be recharged once to do so. Note that when the center is captured or neutralized, a message will be broadcasted to everyone, enemy team included, and thus the player capturing the center must exercise caution as an opponent might come to get them.
Since the Medical Center's MCT is located in interiors with only one doorway as possible entrance, players will be safe from sniper fire and can easily watch the doorway if they capture the MCT from the sides.
Defending
The Medical Center's effect will certainly give a little advantage in infantry clashes, yet its bonus is not that paramount. Usually control will bounce back and forth if left unattended. Still, all that is needed to defend the Medical Center form lone Engineers is either another Engineer with Remote C4 or a Shotgunner behind the doorway.
